We can handle EU orders but the amount of sites is more limited. For example, a typical USA business we can do 300+ citations but for EU the minimum order of 40 is about the max I believe.

I have always used a number that is local. They are so easy to source from places like Callrail.com and they’re cheap, so I just do that.

A citation is technically an occurrence of the businesses name, address, and phone. Without those items we can’t do citations, but you’d be looking at organic linking instead (Social Foundations, Budget Tier 1s, etc…)
